Wots the answer?

I am running DOS Ver.6.0 & using QBasic.4.5. I have programmed the up and down arrows to increase/decrease a value when a progr is running but they are inoperable if Capslock is on. Why?? I have programmed to switch Capslock off when the prog starts but would like to understand why arrows are inoperable if Capslock is on. Can you explain please?
